The police have to be careful. There is a balance to be struck. If they are too reticent in their chase, the "perp" gets away and they get accused of going soft, not caring, being lazy etc etc
If they chase too hard and too fast, every now and again they may tag the "perp" and cause him/her some injury that gets them on the evening news, then up in court
Then there is this thing in law commonly known as "contributory negligence" which basically means that some people just bring things on themselves. Like this. Nearly ...
